You get a 10% total movement penalty reduction, to the 10% movement penalty that a complex plate hits you with. So if I'm interpreting this correctly, that means that the complex plate would only penalize you with a 9% movement penalty?!? Aside from the Repper rate being buffed, armor still sounds gimped to me. IMO, it should be a 10% reduction to movement penalty PER LEVEL. This way, there would actually be a NOTICEABLE improvement to you movement with plates on... especially after dumping MILLIONS of SP to get this skill to level 5.
