They aren't.
CCP has much data based on our playing during the beta. It's clear that CCP can run the numbers and see things like kdr vs sp, and isk risk vs isk destroyed.
This is why the changes have been made.
Now, how about we generate some new numbers for CCP, instead of polluting up the forums with whine before we even have a chance to see how the many changes shake out as a whole. |

And this is why balancing based off of Pub Matches is bad. CCP are bad at balancing in DUST and it's cos the only data they really have is Pub Matches and Corp battles that are just as bad as the pubs. |

CCP uses the forums to gage their changes and the effects on the community. Data will tell you how effective weapons etc are, but it won't tell you the communities experience of the game as a result. |

They can also pull numbers from corp matches; and likely the player held tourneys also provided valuable stats.
If there's one thing CCP does well, it's stats; contrary to the EVE meme, the logs show everything. |

I think that using the numbers as the foundation is what they're doing. I also think they're probably doing it right, but I'll reserve my forum rage /fanboyism until I've actually tested the changes.

The patch notes don't cover everything. They don't mention the loss of SS directly. They don't also mention the reduction in equipment slots on assault suits.
That's kinda part of my point here. We don't know how it's going to shakeout without actually playing the new build.
