Well Artificer Ghost beat me here....
I would really like to give some sound advice, but as stated before, this game is getting a complete rework and all of us except CPM0 and FanFesters will be on completely alien terrain...
But this advice would still apply:
Step #1: Test the waters with Militia
You've already done this in identifying your basic niche role (CQC) and following up by identifying the bare equipment required (Shotgun Scout).
Step #2: Plan Your SP
I can not emphasize the importance of planning. I always tell people to get your core skills out of the way first. However a new build is coming so I can not identify what those will be, or if they'll even exist in Uprising. After core skills, you want to follow through with getting your equipment of varying tiers unlocked. After you've reached a tier of equipment you feel is suitable, you would follow up with supplementary skills. In this build it would be Sharpshooter, Weapon Upgrade, etc. However again, new build.
Step #3: Social Aspects
After you've established a plan and a foot, you should look to enroll in a corp or frequent squads as a freelance hobo and make some allies. They are very important and provide a force multiplier: Teamwork. Not only that but your power can be determined by the friends you have. Sure ISK is something, but trust and allies are priceless in New Eden. However this brings me to the point: Spies, Lies, and Bloody Backs. Making allies with one can make you enemies with another. People will spy on you, sabotage you, and worst of all try to gain your trust. Your ally is nothing more than a timebomb, so you should play your cards reservedly or mislead as well, so as to not be exposed. However trust only becomes a great issue when you are a person of notice, a portrait to some, a bounty to others.
Step #4: Strategy
You should, after establishing contacts and various assets, plan a longer term goal and set out on the path to complete it. It can be anything from Top Dog, to a CEO, to a notorious fiend. Play it like you want it.
