But both those guns have other advantages versus the flaylocks. The SMG user doesn't automatically die if he misses and the scrambler pistol is way better at range. And even accounting for that, in terms of damage they aren't far off. Trying to balance weapons based on single shot damage alone is ridiculous!!
How far have you skilled into each of these weapons? Admittedly proto Scramblers are very strong but require high skill. The SMG at proto is also pretty powerful and is much more forgiving. The Flay at proto level is absurdly powerful, and requires very little skill to be very successful.
On the subject of range the Flaylock outshines them all, At basic level the Flay has a 59m optimal, 20 on the Scrambler, 21 on the SMG. Granted that 59M is also it's effective and absolute, so the Scrambler and SMG may go farther but the Flay carries it's Max damage much farther.
Finally if you really don't think it's much more powerful than other sidearms, just skill into the proto.
