Started thinking about this while watching the Planetary Conquest segment of this morning's fanfest livestream. I'll jump right into it.
A.) If the attacker wins by killing ALL of the defender's clones, the defender loses the district and the attacker gains it.
B.) If the attacker wins by killing the defender's MCC, the attacker receives clones and their spare clones are sent home. The defender keeps the district but no clone production occurs for 24 hours.
Problem: In the event that a defending corporation wants to keep their district, whether to try and exhaust the efforts of the attacker with having to commit to more than one battle or to simply make it more difficult, all they have to do is stay behind the redline in suitable cover for the entire match.
This is compounded with the theory that the defender could attempt to redline snipe - en masse - and reduce the attacker's clones to zero with little to no risk for themselves besides the potential loss of the match via the MCC, thereby creating a war of attrition at which they would wait out the seige and chip away at the attacker's clones.
The only safeguard or preventative measure to this is that attackers receive clones (the amount that the defender would have gotten from their clone production) from the MCC Destruction Victory, but if it isn't enough to offset the losses occured (for example, if the attackers sent 150 and the defenders have 400 and subsequently lost 80) the defenders could keep the district for an extended period and still inflict a measure of damage with little to no risk at all and achieve victory through attrition. |

So what if the defender redline snipes?
The attacker should just go hide and take the free 12 million ISK and attack again the next day. |

The defender still loses the minimum clone amount (150 clones) so why not fight and do more hurt to the attacker? |

Whichever side loses its MCC first loses a minimum of 150 clones.
The winning side only loses the ones they actually lost. |
