Orbital Strikes. Something that EVE Pilots can provide to us by sitting in space above our district, or... by our phantom Warbarges that exist everywhere, but nowhere at once.
I believe that Orbital Strikes should be EVE-DUST Interaction Only. Something that EVE Pilots ALONE can provide for us. (See my other threads on Opening the World for the repurposed War Barge Strike under EVE Control).
Instead of this, we should have a non-escalation reward like a missile strike, or area bombardment from the MCC, our sole on-field asset. This MCC (see my MCC as a Carrier Topic) will be player controlled, and should have the ability to launch a specialised weapon system (must be fitted) similar to an ICBM (fires straight up into the upper atmosphere, and comes down on the target.)
This target should have to be Lazed, meaning line of sight is required, and the module itself on the MCC should have a Cooldown of not less than 5 minutes.
Of course this comes coupled with the removal of the sole escalation reward in this game. A mechanic that is extremely ill-suited to New Eden, and games like this that require no escalation for anything else.

CCP says they don't want to implement larger ships doing orbital strikes (thereby, larger strikes) until the Dust mercs have a way of firing back.
My thing is.... We don't have a way of firing back at the Warbarge - and the only way to get a Precision Strike from them is by having War-Points. If you have enough War Points to use a Precision Strike, you're already doing well enough on your own in most cases, especially in pub matches where there is no automatic squading.
So, I'll +1 to this but for a different reason. I feel that the Precision Strikes should have a different means of attainment besides WP as it's just making the powerful even more powerful and you have no way of firing back if you're already losing in order to, perhaps, put both teams on equal footing again. |

Well my proposal for the War Barge to be controlled EVE-side was to actually make it a ship (similar to a Destroyer) in size. Controllable by EVE players, that allows then to load up an 'Assault Force' and bypass the Clone Attrition by sending it out.
Or simply leap frog multiple districts, if an Open World is implemented. |

But we only have precision strikes from the warbarge in pub matches, and they don't matter. |

No in any battle you have Warbarge Strikes. |

both teams have phantom barges, why have eve pilots at all? do capsuleer strikes do more damage or something? |

Why have an escalation reward in a game based on self-escalation?
And yes, player-controlled strikes do more damage, or specialist strikes (such as EMP Strikes).

There are three types of Capsuleer based orbital strikes.
Laser - Drops down the fastest with a smaller radius and lower damage than a Hybrid strike. Hybrid - Takes a bit longer to fall but has a larger radius and does more damage than Laser strikes. EMP (Projectile) - Largest radius and does only massive amounts of shield damage (has been known to hill on direct hits though)
They're variable and can be very worth-while to their utilization. However, Precision Strikes from the Warbarge are considered to be more convenient and more practical simply because they cost less war points to utilize and work just fine at killing both infantry and vehicles without all the guess work of whether or not it's going to land in time to kill your target, or remove it's shields. |

All Orbital Bombardments cost the same War Points. And I'm hoping (though its possible use of DEV Hacks) that the ability to use Orbitals in PC matches wont be tied to War Points. As per the Fanfest Keynote on DUST 514 (Nullarbor and Co. PLaying the game) |
