I think the biggest area in need of improvement heading into the update is pub match balancing. Fixing this would do a lot including making the game more successful ($$$) and temper other minor imbalances. The other area in need of change is small turrets, which for the most part are woefully useless. In addition, as much as I enjoy assault rifles, they should be a 3x skill to put them inline with other classes. Another issue with assault rifles I have seen, is by nature they are good in all roles, so a maxed out assault with override and can mostly nullify the other more role specific weapons; like lasers and heavy machine gun soldiers that aren't as high skilled. Those three things (match balancing, small turrets, and assault rifles) are what stood out to me the most over the course of the last build.
Another important thing to be wary of is where the game is heading in general. Hardcore peeps are an awesome and important part to Dust 514 and a lot of other MMOs. But if the game only caters to hardcore at the expense of casual players, it will hurt the game's future. I can't wait to be able to do more things in lower security and null sec, but where would EVE be without afk miners, mission grinders, salvagers, and the like?
There might not be aliens, but I am sure there is a plant somewhere in New Eden. And on the issue of maps, there design is average as it is all to easy to paint the opposition into a corner. The best fps maps have a myriad (but not too many) of approaches to attack and defend (see battlefield 3). Another thing that comes to mind, and this has to do with PC, is that maybe the ability to manipulate your district map (and roles to go with it) is something to consider and would had another layer of great depth.
The potential is still through the roof with Dust 514 because a good match with corpmates is some of the most fun I have playing ps3, its depth, and the link with EVE Online.

Foliage is coming next build and the maps are also being redone.
Also, a whole lot of players would utterly disagree with your stance on who this game seems to be catering to, as it seems really quite balanced in favour of lower level casual rather than hardcores.
