Alright. So lets be honest here. At present, the scout suit is trash. Every one of them. They have no HP, low CPU and a low module count. All that for increased movement speed and a lower profile. Not entirely worth it considering everyone still has eyes to see you and will likely one-shot you with a stray shot of pretty much anything.
From what I've read, there are those who can pull out the most of this suit and actually do well thanks to that increased movement speed. To them, I tip my hat. However I still say that it's a worthless suit in general. A person can master trash, that doesn't make it any less trash.
Now that I've made my point of view on the matter clear, let's move on to how I propose to fix this. Many people will likely call blasphemy on it though, but humor me for a bit. Maybe this will spawn a better idea in someone else's head.
An optical camouflage device. "Braces for the flames" Hear me out. A device placed in the grenade slot, requireing insane amounts of CPU. It would only be active for something like 10 seconds, and would have a 10 to 20 second cooldown and on top of that, it would be canceled out if hit or if the user fires a shot from a weapon or repair device. Ofcourse, scout suits would need a higher CPU to carry it. Basicly, it should be a high enough cost as to make it particularly effective only on the scout suit.
Now to be more specific, this would ONLY affect the visuals. It wouldn't hide you from the enemy's built in detection systems, thus making better use of the suit's lower profile. This would allow for hit and run tactics and even permit for some assassins to pop up with nova knives without being butchered at the first opportunity. It would also help for snipers to relocate more easily, or confuse the foe by evading his sight after a shot. Making the scout suit the best sniper suit, instead of the logistic suit. "though it would still be a close contender."
Anyway, I thought about this since, well, at the moment, anything a scout suit does, other suits do better. This would help level the playing field for them. Also, it's not like the tech doesn't exist in that universe. Heck, there are plenty of ships with cloaking devices in EvE. And to top it off, it's not like no other shooter has done it before, this game could simply do it "well".

1: Buff it's speed slightly
2: Give it a little bit more CPU/PG
3: Give it less requirements for scan modules, the active scanner, and the cloaking device. |

Make the hitbox slightly smaller, raise the movement speed by 5%, and make the upper tier suits cheaper and the suit will be fine. Scouts are kind of ahead of their time because their intended module (cloaking) hasn't been implemented yet. If you're just running head on into assaults or even heavies, you're really doing it wrong. Dampen yourself, consider shotguns or SMGs, use a codebreakers, uplinks and REs in skirmish and this bears repeating: stay dampened. |

I understand all this, but currently, all you've said can be done with an assault suit or logi, without sacrificing the need to keep away at all costs. Though admitedly, the logi sniper would still rather not be caught in a tight space. XD
Anyway, as has been said, it seems there's indeed a cloaking device planned for release sooner or later. This is very encouraging. |

Scouts have a lower based scan signature and higher scan radius/precision than Logi and Assault. The speedy logi suits have the flexibility to do fulfill the Scout's non combat role, but scouts still have them beat at a bargain in terms of invested SP and ISK and fits into their covert role better if the required SP is invested on top. |

I dont think suits are ahead of their time with them not having cloaking modules yet since other suits will reasonably be able to have cloaking as well but i do think scouts need a little ground work.
1. When a assault takes some fall damage its a minor convince when a scout takes fall damage you will take notice, and for a suit that is suppose to have a but load of mobility not being able to jump or fall as well as a assault is a problem.
2. increase their speed by some small amount, maybe 5%, and see how that does towards the suit over all
3. make sure they have bonus to using either scan/sensor modules, cloaking modules or specialize equipment like uplinks or RE.
Dont reduce their hit box though the speed will be enough for now we don't want to see scouts being untouchable again.

Once latencey gets fixed, they're going to need a smaller hitbox. |

Cloak is coming as an equipment item. Hopefully it comes with reduced CPU cost on Scout suits.
At the moment, almost everyone says Scouts are bad, then tries to run them as an Assault suit and wonders why they die.
Speed is NOT the primary advantage of the Scout suit. Scan Profile isn't either. Scan PRECISION and RANGE are the big draws on the suit. You have a SMALL advantage in stealth, making it easier to go without being seen, and that works will with the extra speed getting you out of situations where you exposed yourself. You have a MUCH LARGER chance of spotting enemies than an Assault suit in the same position.
Running a Scout AS A SCOUT can make a surprising amount of difference to how effective you are.
They're not perfect, they are slightly too restrictive on fitting capabilities, but beyond that, Scouts are actually pretty good.
-Strafe speed: this is too low - they nerfed it down to match Assault suits - it should be at least little higher, but not by much. -PG/CPU: Particularly CPU, but both are slightly lower than would be ideal. Either a buff to this, OR bonuses for equipping certain gear. |

The scout isn't a head on kind of suit. If you treat it like what it is: A suit for hit and run tactics, this suit is glorious. I love it, love it, love it. Also increasing the speed and making the hitbox smaller is unacceptable until CCP fixes the god awful hit detection. I already have problems with seeing shield flares on strafing scouts but not hitting them. |

I'm probably the only person in here that does this, but i use my scout suit as an AV suit, and it works damn well. I've managed to solo multiple sagaris', and take a Surya down to half health before it tucked tail and ran from me. The added mobility of the suit makes it nearly impossible for the tanks main weapon to hit, as long as you keep running and jumping like an idiot.
I run: 'Thale" militia Scout Complex Light Damage Modifier Basic CPU Upgrade CBR7 Swarm Launcher 'Toxin' ICD-9 Submachine Gun Packed AV Grenade Compact Nanohive
To me, the scout suit is nearly perfect as is. You just need to change your assumptions as to "what it should do", think outside the box, and build a fit around its strengths. |

Yeah, I am a dedicated scout, and will be after the reallocation, especially with the skills associated with each level. I would, however, like to see a bit higher CPU/PGU, a bit less fall damage, and a bit faster at doing things (climbing ladders, switching weapons, etc.). |

I play a scout like an assault a lot of the times and do fine.
I think scout suits rock, but I would liek to definitely be abel to go faster. I think their stamina should get buffed. I wouldn't mind more CPU either. |
