This statement is no longer accurate with the addition of racial gear. EVE racial selection determines base (i.e. starting) skill levels as much as "class" (in even it's school/NPC corp) selection. It wouldn't make much sense for Dust to be any different as it would require that CCP give is no starting skills within any weapons or dropsuits once the racial split is added in Uprising.
Beyond that many characters were selected (both class and race) when some of even the current starter options weren't present (i.e. no Logi and no Heavy). I personally could care less about name selection, and if CCP is putting all our currently invested SP into an unallocated pool (including the starting skills we were never able to choose specifically) then it doesn't matter. But being stuck with skills you never selected based on choices made in closed beta several builds ago.... well honestly I'd normally say "that's part of a persistent universe" but while we're undergoing a respec during a beta? Yeah that doesn't seem like quite a "persistent" of a context to me.
In short if they're going to give a respec it should be either limited to only skills that are being removed/replaced by other skill or [b]should be a full respec including starting SP and starter kits[/b[.

Decisions have consequences. Welcome to New Eden. Except, you know, the ones that CCP is respec'ing with the next build.... such as skill allocation "Make your choices now and live with it when things change" only holds up when that's universal. CCP is removing that element (for Uprising, as a one time thing) because they assessed it to be unfair old closed beta choices to hold in the face of all the new options being added which were absent when the initial choices were made. That is the same situation as someone wanting to select a new starter class, and for that matter race (assuming they hold to EVE standard practices). |

I'm pretty sure it's going to be a complete respec. The starter sets were just to help new players get a few core skills on their screen. We don't need that so I think it's very likely they will simply unallocate all of your SP and call it a day.
This is almost certainly a one-time thing because of the drastic change to the skill system they are introducing. They're on a schedule and need us specced in to these suits and new guns ASAP so respec is best for everybody. Wouldn't count on it happening again though.
I'm assuming this is a one time thing and I'm not sure how that's actually related to what I was saying one way or the other.
Your initial point about the skills only holds if they're also refunding the value of the points for levels in skills that were assigned to us as part of the starter class. If you have confirmation that those levels are being converted into SP for us to use then please link it as if that's the case then I could essentially care less about the starter package element because it's functionally pretty much a semantic difference. If they are not converting those levels (remember we never spent SP on them because they were assigned at character creation) then there's still a problem.
I can't speak to what anyone else did but I wasn't given the chance to select a new staring configuration at any time during closed or open (unless you count the ability to delete a character and start a whole new one ).
All in all as I said initially if they give us the full SP value of all skill levels then, semantic equivocation aside, they've essentially done what I was talking about already. If they're not going to do that then I still have objections.
