So the link states that the reimbursement price will be equal to that of prices at the time of respec. That, I think, is vague since the respect happens during the installation of the update. And so does that mean pre or post patch prices?
The other thing is, you may not want to stock up on AUR gear because it doesn't state (so far as I could tell) that ALL Aur items are being reimbursed. You don't want to buy stuff and find out that you are stuck with the item.
My honest guess is that a number of items will be going down in price. I wouldn't be surprised if some have a significant cost reduction (eg, a BPO that was 10k is now just 1k).

I can see arguments for either case.
Case 1 -- reimburse at current prices. Has the advantage of not annoying players that purchased an item for a certain amount of Aurum only to see that item sell for less. Has the disadvantage that if an item goes up in price (I think this to be very unlikely), the player may no longer be able to afford the item. The player agreed to buy it for a particular price, and now CCP is taking it back, refunding, and saying "sorry, you have to give us more to get it". This won't be a problem if no items go up in price.
Case 2 -- reimburse at post-patch prices. Has the advantage of allowing players to have exactly the same items as they had before. If a player agreed to pay 20k aurum for a particular BPO, and the item jumps to 30k aurum, they are given 30k aurum and therefore able to end up exactly in the same position they were before. Same situation if the price goes down. Player is reimbursed at lower amount which gives them precisely the amount they need to repurchase. Disadvantage is that in the case where players purchased earlier, they now see others enjoying a permanent discount that they don't. Imagine buying 10k aurum to buy a 10k item, then the price dropping to 1k aurum, and you being refunded 1k aurum with which to repurchase. You might feel annoyed at other people being able to buy 10x as much as you for the same real world $$ you paid.
I think essentially that if CCP does not raise any prices, and only lowers, then case 1 is best. If they are raising the prices of some items as well as dropping some, case 2 is their only option. Case 2 is undesirable though, as players are developing trust in CCP in terms of their treatment of aur items. Part of that trust includes not screwing around with people during beta by charging them a high price then offering everyone else that joins later a low price. Better to reward rather than punish early players.
Best option: Choose case 1, and keep all prices at current level or lower. Then, after a couple of months, raise the price of the items CCP thinks should be higher.
