Does it effectively apply to a 'roll,' calculating the odds of hitting a targetted hitbox? Or is it ore mechanically referring to spread amount? |

I'm inclined to guess it's a probablility rating for the shot to hit exactly on target, with some form of probability curve applied based on how far off the game's simulated dice roll was.
Obviously, accuracy would be calculated independent of other factors like kick and dispersion, which would amplify the scale of misses.
But it definitely isn't tied to the hitbox of your intended target. It's simply a reference for how likely the shot is to travel directly where you aim without deviation, and how far from that direct line your shot is likely to deviate if you miss. |

Depending on the answer future stat changes will affect scout suits. |

Shoot at an empty wall, shoot at a Scout suit, then shoot at a Heavy.
Each time, use the same weapon. Each time, make sure you're aiming for a stationary target.
Your shot spread is the same. You're more likely to hit the wall than the Heavy, and more likely to hit the Heavy than the Scout. Why? Because the larger targets fill more of your weapon's spread (which is partly determined by its accuracy).
If you're at a range where you're missing most of your shots (because you're spraying with hipfire instead of firing in aimed bursts), the circle in which your shots hit the wall behind the target will be the same size regardless of which suit type you're aiming for. |
