Sounds awful. My brother set up his account a while back but didn't play, he came back the other day with about 2.5mil SP and despite having this, was destroyed every time due to his lack of understanding of the game. A mode for players beneath a certain SP limit is bad especially when you can earn passive SP.
Not only this but I could see players actually preferring Militia Mode as it's more of a "Skill" based game mode, especially if what I suggested above was also included in the Militia Mode, as everyone would be an equal. |

Your brother is an exception, and exceptions don't make the rules. Most people who download the game actually play it. Now, if you make restrictions based on gear as well as allocated SP, then militia mode works.
What makes you think he's the only person? I've told most people that I've encouraged to play to set up an account, run passive and come back in May when all the vets are off in PC and they'll actually stand a chance.
Militia Mode with Militia Only with no SP actually effecting it makes for a nice game mode imo (And I'm usually one of those people that hates separation, especially when it disallows me to bring my loving Tank into the game to love.. everyone..) But it could help new players find the game more accessible and would provide people with some skill based games instead of unfair stacked ones (inb4NEWEDENISNTFAIRQQ)
A mode where players under a certain amount of SP can enter isn't cool, just make it so SP doesn't affect their character when inside the game. This means making their fits not work if they don't have enough PG/CPU to run it at 0 Circuitry 0 Engineering, encouraging players to use only Starter Fits.
It's not like they'll earn lots of money, with a starter fit costing what? under 10k ISK and that's being very generous, 80 Clones = 800K, divide this by 16 you've got 100k each, max. Now I believe CCPs system is based on WPs being like a share in the loot, the more percentage of WP you have, they higher dividend you'll get from the payout. Fact is, players in Militia Mode will never earn over 100k a game unless they were the only one to actually get like, 50% of the WP.
Then you just need to decrease the WP gain for Militia Matches, make them not give out as much SP per battle (like half compared to a normal ambush) and make it so if you've hit your cap, you cannot earn WP.
Look at that, a balanced game mode where you can't just go to farm ISK and SP, and if you want to actually earn a decent amount of SP and ISK, you need to play with the rest.
