But it would be like Merc battles , in the form of corp battles for npc corps. No player corps allowed and minimal resources to the npc corp who owns the district.

Faction Warfare is fighting over planets for NPC corporations that represent the factions (Amarr v. Minmatar & Caldari v. Gallente). The difference is that because NPC corps have NPC managers, you will never be able to choose what districts you fight over (only which side), nor customize them, nor gain any revenue from them.
