It is a very good PR procedure to avoid: 1- sending condolences to just victims, since many of those may be dead (and there are, in this case) 2- insulting people when acting friendly towards them (makes you look like a hypocrite) 3- bad grammar (makes you look uncultured) Yes, it is regrettable that these things happen (they are an inevitability of societies where individualism is a fact of life). But, when you go out of your way to tell someone "i'm sorry to hear this but it's your own fault", you are only adding fuel to a fire that may well have never gone further from just an isolated leaf on the cold winds. I don't want to assume, since that is in bad behavior, but you give me the impression of not being either a Gallente nor a Minmatar citizen, which would explain the highly opinionated PR statement.

Just because it was preconceived doesn't mean the guy didn't go crazy. Crazy doesn't necessarily mean "insane" or "doing things without reason, planning, or purpose", in this case (as with real-world incidents like this), the crazy person is doing something very harmful/destructive for no apparent reason. As much as I hate to bring it up, recent shootings were done by crazy people...but they were planned-out (at least somewhat). Perhaps the cause is a chemical imbalance in the brain, revenge, a desire for destruction; until more details are released, we won't know. The whole "turning himself in" part is what worries me, really...the worse-case scenario is all conspiracy-theory crap, where he's working for the government (or part of it, Gal or Min) and so he has nothing to fear from the authorities, especially if he's a clone like us (if he's a clone and gave himself up and not aligned with the Federation or Republic, then he's REALLY crazy, since death is so much better than capture for a clone). He's probably just some Gallente who has a grudge against the Minmatar and wanted to cause some panic among them, but does not want to die.
