I noticed you have to input a launch code in there, so I thought about an idea to make it something you actually have to do.
On a planet, there may be jamming that the enemy can set up that prevents orbital strikes for both friendly and enemy units. The only way to activate one is if you have the launch codes which the EVE player has to input. This would be a reason to spy over your enemy before an attack, and will also introduce another mechanic into the game: Side objectives.
If you want to attack a district, and you want to have OB support, you will need to first attack a side objective with the OB jammer. You will either have to hack it, to turn it to your side, or to destroy it. Hacking it will require you to hack 5 consoles, and hold all of them at the same time, if the enemy stops the hack for even one, you have to start all over again. Or you can go the easy route and hack one console, giving you access to its core, allowing you to blast it to all hell.
The OB jammer will cost around 70mil ISK to set up, to give good incentive for a corp to do the extra effort to hack the OB jammer. When the OB jammer is hacked and switches sides, it will have a rewriting process that will take the whole match to complete, hence both sides will have OB support. Once the match is over, the players will setup their own launch codes, and they can see the enemy one that was used before, so don't use the same launch code everywhere!
To make OB support something you REALLY want to block/gain access to, I suggest on Planetary Conquest only, to lower the requirements to get an OB to 1250. That means if you don't have a jammer, a single player might get an OB in.
Precision strikes will be unaffected by this, but if there is an OB jammer, the cost for one will got up to 4000 WP.
I imagine OB's will become a crucial thing once we get cruiser or battleship sized OB weapons. |

I believe OBs will be player run from eve but I'm not sure if that means that the current npc ones will be removed. I do like the idea of the jammer though, makes battles more strategic which is always a plus in my mind. |

The precision strike is called in from the Warbarge and is the most basic. The current player OB does more damage on a wider area. And once the guns get bigger, I'm guessing even more damage on an even bigger area. |

This doesn't seem as fun. I'd like to see more orbital strikes, have EVE people constantly and actively bombing people instead of sitting there eating a burrito while looking at Adult stuff through the EVE web browser.
