CCP FoxFour posted an updated to PC mechanics here: http://dust514.com/news/blog/2013/04/an-update-dev-blog-for-planetary-conquest/ I will admit I haven't been very involved in all these discussions, but one thing that caught my eye was the Attrition Table when moving clones.
How about we keep this attrition mechanic when moving clones, and in addition give the ability to move clones with EvE ships. Same way as the Orbital Strike can be called either from the NPC War Barge, or from real EvE player.
This way, by moving the clones in EvE ships, you either get 100% efficiency (no attrition), or 100% loss (when the ship gets destroyed). This introduces more interaction between EvE and Dust, results of which are immediately visible. Defense would have to be mounted on EvE side, to prevent enemy clone delivery. If the enemy has a huge impenetrable EvE presence, you can still go with the NPC option (and attrition table), but for those willing to take the risk, there is great reward (the farther the trip, the bigger the pay off).
- There would be a fixed ISK cost associated with creating the "Clone Package" for courier. Maybe 3.5mil matching "Same Solar System" from the table. This way it will be more ISK efficient to do the leg work in EvE when moving more than 1 jump, but within the same system, either method is good.
- Existing PCOs (Planetary Customs Office) can be used for extraction and delivery of "Clone Packages".
- In a situation where the PCO is controlled by a hostile entity, Planetary Launch can be used same as in current PI, which would cost more ISK. Just like in PI, the delivery will be at a random jet can in orbit with a bookmark. As for delivery to a hostile planet, several options can be made up, including loading the package into a missile bay in form of special ammo and firing at the ground.
- Once the clones are delivered (either through PCO or other means), they will be used according to regular Dust timers (calculated once an hour)

posted this a while back. Souns like a good idea. I would suggest locking the pickup to a certain corp member so it doesn't get picked up and destroyed by a random weakling |

what risk is there if random nobody can't pick up the contract and abandon the clones in a cargo container in deep space? |

Was commented on in IRC: An idea (not final) is to use NPC transport in LowSec, and player transport in NullSec.
An inquiry as to the maturity of the SCM side of EvE the latter was not answered by |

The risk is that the transport ship could be destroyed en-route to the destination. Maybe there could be some way to hack the holding bay or whatever, but I don't want a noob picking up the clones and not know what to do with them. |

Make it a contract. In eve you can set the contract to Public, Corp, Alliance (IIRC) or private. that way you can prevent the scrub from getting it if you want, or if you need em right quick post em publicly and hope your enemy doesn't yell a "LOL YOINK! LOL" and run off with them |
