It's a weapon which uses electromagnetic fields to propel projectiles at high speeds. In the case of the DUST assault rifle, it's accelerating plasma based projectiles, which is why the 'bullets' are kind of glowy.
EDIT: And railguns, which propel solid slugs. |

Going with EVE lore the Caldari weapons would also qualify. Their rail based weapons use the same plasma ammunition but it retains containment until impact.
I'm guessing there is some sort of category data that we can't see yet since the EVE client doesn't display most of the DUST data.

Anything blaster or railgun would be considered a hybrid weapon.
Caldari and Gallante both use hybrids for their turret weapons btw. |

A hybrid weapon is based on railgun/mass driver (real mass drivers, not "Mass Drivers") technology:

Basically they are flinging white-hot projectiles (either solid or plasma).
Hybrid weapons are called that because their damage profile is a hybrid of "kinetic" and "thermal" damage types.
EVE has four damage types- Kinetic, Thermal, EM, and Explosive. Dust switched that to "Projectile, Hybrid, Laser, and Explosive". |

People are forgetting that a Shotgun is also built on Blaster tech.
So you have Sniper Rifle, Forge Gun, Shotgun and Assault Rifle as Hybrids. And as Kagehoshi mentioned, Gauss Rifle (when we get it) will also be Hybrid. As will any other Blaster- or Railgun-based weapons. |
