It probably works like the Charge Sniper in that taping lets you have semi-auto rapid-fire, and holding the button charges, so it fired on release of the button instead of the initial press. Also, if it has the same headshot modifier as the Scrambler Pistol (or at least close), those charged shots will probably be comparable to sniper damage if you're accurate with them. Add a scope when we get weapon customisation, and you're sorted.

Scrambler weapons are Amarr, and what would make a better SR than one that does insane headshot damage? Of course they would have to make it deal severely crippled body damage to make up for that, but I can see it working.

If thats the case is the Tactical AR just going to be removed? (I ask this in general, I know you dont know the answer.) I am skilling up in AR's and I am wondering what the point is if these scramblers are going to take the place of Tactical AR's.

Looking at the video, I would say scrambler rifles do the same damage as pistols, only with a longer range and much bigger clip- and that charge mode. base for militia scramble pistol is 72. the scambler rifle shown hiting a red berry did 40~ damage "imperial scrambler rifle". the only name i could find with imperial was the imperial uplink(proto) so is reasonable to say the one in the video was prototype. minus skill buffs the rifle would do around 31.5~ damage which is militia/standard AR damage, so maybe its balanced out for headshots.
