Sure the structure is rigid but heths policies regarding the other races are no different from the gallente or the minmatar.

Heth is, emotionally speaking, the equivalent of Mentas Blaque. They are both xenophobic, hatemongering bigots who are willing to do anything for revenge.
Thankfully, the Federation has Jacus Roden- he's not the nicest guy, but he's not hungry for blood either. He excels at playing the long game. |

Devs are posting Dust battle stats in the announcements section.
Right now the Caldari are winning by about 10%.
Of course, now that the Caldari Navy has fired on and destroyed a CONCORD battleship in violation of the Yulai Accords...
