The thing about Ill Omens is that they have to improve on certain aspects and they will. We fought them and were impressed and actually gave them the thumbs up for the alliance.
District warfare is where everything is gonna be at and its gonna be 16 vs 16. While Ill omens may not be able to field 16 core players to defend their district against some of the top corps out here they do have the backing of quality players from SyN, R*S, The Generals, G I A N T, Rogue Spades, RG and Like a Boss. SyN has a solid 32 within the Crimewave merger and the rest of us can easily field solid 8-16 players. At any given point in time there are about 40 players in the Eon channel and 100 at peak times. While not impossible taking districts from that many "not even decent or ranked" players might be a challenge.

Quite honestly there is nothing to fight for right now. E bragging? That doesn't even mean anything right now. Cold hard prizes like merc packs and plexes or hard core cash;- now that's a reason to fight. Once districts come in, there is one more reason to fight. Districts means clones and clones means ISK to fund your corps ventures.
Even ground is a function of weapon, gear, skill, tactics and situational awareness.
Weapons and gear you can work on and improve them fast. Skill comes either naturally or over time. Tactics and situational awareness comes with more battles fought against more corps.
Everything has a curve and then plateaus out. Then the only thing that matters is skill and situational awareness.
As it takes time, it makes sense in the smaller corps taking their time to do what they have to do. No sense rushing into a battle you know you are not going to win.
