TLDR- would there be interest in a sort of simulated, play by forum, version of what we know of PC?
I was thinking that dust514stats.com could get some publicity, and we could start to wargame some of the mechanics of the new PC while utilizing the site. What we would do is basically turn the PC rules into a turn based board game. We'd have to brainstorm the details, but I was thinking first we make a rudimentary board, potentially an updateable excel spreadsheet. We'd limit it though because 250 districts would be a lot to mess with.
If we instead seeded with a scaled down model, like 40-50 districts on 8-9 planets across 5-6 systems we then need to set initial corp conditions. We could get interest from corp leaders or whomever, but I was thinking we could use the public statistics to generate data that we then feed into a rolling system for attacking and defending. The catch would be that you would only simulate with data from your website. There could be an index that somewhat indicates proficiency to kill clones, win at objectives, provide triage etc that would indicate success at different actions in game. We could talk more about this, though. Getting about 20-30 teams/corps of different sizes involved would be nice.
But also, each player could come up with a rational 'per day income' and starting warchest based on their size and public warpoints/match. The more wp they have the more isk they'd reasonably have in their bank. Then they would also have to declare the amount of equipment (in isk value) they are starting with and that could modify their ability in game (but also pose a risk for loss). So each corp would have an isk income (based on taxes/clones sold), a clone income (based on districts owned), and an equipment income (based on corp contribution).
From there you'd seed the map with SI and proceed with a turn based approach. Districts would have limited properties such as SI, reinforcement window, clones present, district status, and owner. You could then work the game out based on publicly declared and standardized moves.
Other things: depending on corp size, stats, and district amount, each corp could get a limited amount of 'combat teams' that they could 'build' based on their stats. These would define their effectiveness during peak and off-peak hours for their corp. Peak would give them 100% of listed values, off peak would be 85% or something...Teams would then attack based on their base modifiers, and then they would roll for success based on their equipment they bring, their enemy & their equipment and their time zone effectiveness.
You would use the initial rules for purchasing/moving from genolution etc.
This would eventually turn into a 'play by mail/forum' version of Planetary Conquest with the intention of playing out the various approaches and investment risks. Obviously a huge factor you can't really simulate is the actual game play, but trying to figure out ballpark costs and sustainment strategies would be the basic point here, chest thumping and bragging wouldn't really be the point of it. |

16 planets, 3 districts for each SI a peice with 1 moon with a random SI.
Every planet represents a jump, the moon is in the same system.
minimal recommended players 4. Reduce numbers by 10x for game sake. Isk cost is still tracked. Use dice rolls to determine attack outcomes of agressors rolls against defender rolls vs overall losses. , Higher the clones and isk spent higher the bonus on the rolls or number of rolls. |

I was thinking you could play this with Risk pieces and a map created with a DotLan eve map. Then I started playing with how to represent the districts on a 2d map. Best I could come up with is a pie-slice system where the number of pie slices equals the number of districts on a planet. I was worried about how the districts border each other, but the wiki states that travel to any district on the same planet would have the same "cost", so it doesn't matter.
The rules would be almost exactly the same, with each Risk army worth 33 clones (you'd have to round clone production to 33 and 66 instead of 40 and 60). You'd also need counters for SI and rules for changing SI structures.
Other rules: District maximum: 9 armies without Cargo hub (300). 14 armies with (455)
Movement: unlimited combat and non-combat movement on your turn. Attrition rates (round down): Same planet: no loss Same system: 1 army per 20 (no loss with lab) 1 jump: 1 army per 5 (1 in 10 with lab) 2 jumps: 2 armies per 5 (1in 5 with lab) 3 jumps: 4 armies per 5 (1 in 2 with lab) 4 jumps: not possible (4 in 5 with lab) 5 jumps: not possible (7 in 10 with lab)
Other than that, it should just play out like Risk.
