Skinweave was ok, but give us some badass looking BPO suits. Unique models that look awesome, not just different color schemes.
Im (and so are many others) still waiting for the vile rat tribute suits that we have all requested, the man deserves that!
Not something in the prototype etc category, just something other than pretty colors (because we'll be able to do our own colors when we get the paint bucket).
Come on ccp, you know you wanna do it.

When the hell did CCP say anything like that?
The art devs spend ages defining specific art styles for all the various races and factions in EVE (and by extension - Dust) and they put lots of work into ensuring everything fits with those rules and styles, so I kinda doubt that they'll just let the players have free reign like that. |

BPO? No thanks.
I say keep on handing out the event suits, just make them where who ever kills the person wearing it, get it. So that way they will circulate rather than disappear. |

If they made awesome looking BPOs.. It should cost AUR. That way we get some cool lookin gear.. And we help them :)

Oops, forgot about that one. 
Personally I think any implementation will be more along the lines of choosing one of various pre-made faction styles rather than a system that allows for any combination of colours on any suit (specific art styles and all that).
Examples from EVE (cell shaded and created from resources extracted from the client, not all designs are in game yet):
