Because the Jove are about 15000 years ahead of the the rest of eve races. And are probably ebil.
That beings said, pods and cloning are Jove Technology. The Jove clone themselves rather than reproduce. So, technically you could argue that pod technology is a form of icky Jove forced reproduction.

The Jove Directorate is one of the oldest remaining Empires in New Eden. They never lost their technology after the EvE gate closed to the Home Galaxy. Their basic T1 ship is about equal to a T2 ship of any of the other empires. Their T2 and T3 ships are all but invulnerable to damage.
They are also experts of genetic engineering and the transfer of conscious it is from them that Capsuleer technology was born. And the mercenary tech is from Sleepers. And the Sleepers/Jovians were once the same group. So a basic Jove suit would be equal to at least a advanced if not proto suit of any other empire. |

If anything the Jove wish to remain neutral in the conflicts of the Four Empires. The disease that is killing them is far more important than the petty politics of less advanced humans, but they will defend their space from any aggression. Maybe if the Sleepers actually awaken or take over the first generation of Dust mercenaries you would see a more radical splinter faction.
The more evil group and the cthulhu of space would be the Enheduanni. They are so potent that even the Jovian directorate fears them. |

They have special characteristics... really really special characteristics.
They're the least human looking. They're also the most advanced species in New Eden (thought to be actual humans or to have had the most access to human technologies to sustain them at the time of the collapse of the EVE gate. Amarr was the most dangerous in term of firepower at one time, but they got one of their fleets nearly obliterated by Jove Frigates, a few carriers and a mothership (which were the first have had the doomsday weapons). It's needless to say that, despite being small in numbers, no one messes with them for fears of what their rage my instill on those who **** them off. More over, any clone related technology was basically done by them and I am certain they still pretty much hold the control on the supply of clones.
They're also very highly genetically engineered, and thus wound up having a disease that basically makes them die due to losing the will to live. It could strike any Jove at any moment, and players would really be pissed off if their player character suddenly decided to stop using weapons and get killed by the server. Also, they can't reproduce normally, so their population is either very slowly increasing, stagnant or outright dwindling.

They're human sub-species that have long-since been extinct. They were supposed to be caretakers of the Jovians (or was it the other way around? I forget). They're very much as advanced as the Jove in many aspects, but what remains of them is basically the drones and the structures/ruins they left behind. Oh and their VR world. All Sleepers are inherently connected into this VR world, and all machines conform a part of it.
When capsuleers go into Sleeper territory to "salvage" parts from wormhole space (where they live) to make T3 ships and the early clone soldiers, they are also destroying the VR world or basically "rapturing/kidnapping" them. The original sleeper technology used to make instant scans of the brain was used on the first generation of clone soldiers of DUST, which why there are DUST soldiers suddenly going crazy and writing "514" in blood everywhere. Seems it's the Sleeper consciousness taking over the clones original mind and making them "fight back". |

When WE'RE the ones going into their homes, stealing stuff, and ganking them up. They just sit in their cute lil' wormhole and take it.

The Sleepers are those Jovians who attempted to cure the disease through cybernetics and virtual reality. But they lose their physical form and remained inside cyberspace free of the disease that is still killing the Jovians. For all intents and purposes they are separate species now. |

The Jovians aren't all dead. The disease is ravaging their race but they are still very much active. Well in so far as anyone intruding into their space is destroyed immediately. Maybe we will see more of them as they search more aggressively for a cure or after they have found one.
The Sleepers remain in their virtual world free of the disease that is destroying the Jove. They are nearly a separate species. Though the reason the mercenaries are being driven mad is the consciousness contained in Sleeper tech is an actual person. So how that develops will be highly interesting. |

In correct sir. It was the radiation fall out of the EvE gate collapse that started the genetic corruption of the Jovians. In an attempt to find a cure the Sleepers began experimenting on the other ancient Empires of the time to rebuild their corrupted DNA. Using virtual reality they sought refuge until they could permanently cure the disease. They wiped out the Yan Jung and the Talocan. They fled beyond New Eden (connected via wormholes) to continue their research.
The Jovians then turned their efforts to genetic manipulation to reverse the damage done from the radiation. Same origin species but diverged in application of the cure. |

They sought the cure via a different path and in so doing diverged from the Jovians significantly. In EvE when you go through the Wormholes you find the remains of those installations. Who is to say that even further out there are not active sleeper installations still continuing research to find a cure? What if they allowed their technology to fall into the hands of the younger Empires, implanting themselves with Sleeper technology then they just download their conscious into those new forms, free of the disease but with all their accumulated knowledge and able to rebuild their empire?
Not so much evolution just a divergent path. Jovians turned to biotechnology to find a cure. The Sleepers turned to technology and artificial reality. |
