Is this because my passive SP gain factored into my weekly skill cap total and went over 50% of it, leaving the active bonus to be basically worthless?

Only activate the active booster on a fresh cap, not an already used one. |

Is there ever a bad/worst time to activate the passive boost? Or is it safe to use whenever?
No, since passive boost doesn't cap.
