As far as I can tell, the first person in the team is the squad leader for the first squad. The next three are in his squad. The fifth person in the team leads the second squad, followed by his squadmates, etc.
I haven't looked into it in too much detail but it seems to just fill places down the list. Sometimes a squad in the first two will have fewer members because someone has intentionally joined the empty squad as squad leader. |

Pretty sure it's currently random. If you queue up as leader of a squad, you will still be leader in the game. |

Actually I'm pretty sure the first player is leader of squad 1, second player is leader of squad 2, etc, etc. I've tried jumping in to a queue with others and experienced mixed results. You can tell if a player made his own squad by joining it. If at the end of the match you are still in his squad (and not team bugged) he made it himself, out of the match. If you're no longer in a squad with the other player, CCP put him in his own group all alone. |

Yeah, I've had experiences now which support both theories, so disregard my first post and I'll update when I figure out the pattern.
Sometimes the first two squads will fill up naturally without the third squad being touched, so none of the rules I've thought were being followed seem to be quite right. |

There really should be a better way of how they are selected.
I'm going to hate myself for making this comparison because it's overused and quite ridiculous and I wasn't even that big a fan of the game, but MAG did handle squad leaders pretty well. If I recall correctly, you had to be a certain rank and then you put a check mark next to the leadership positions you wanted to apply for before you start the matchmaking and then the system would go through all the applicants and fill it in with the most qualified (plus a little bit of randomization so other people have a chance to become more qualified). |
