I have made this proposal to many people, refined the idea to an extent, and garnered 'some' support for it, and believe that should I post this here, I may open the discussion up for debate.
I believe, that even in Beta, DUST Soldiers are members of the New Eden Community, and as such shoul dhave a right to Vote for the upcoming CSM Elections (as well as have a representative on it). However, the struggle with this is that DUST Accounts are free. Requiring no active subscription, and you can create hundreds of PSN accounts if you have the inclination and cast hundreds of votes.
As a solution to this, I propose we create a 'Citizen's Package' An AURUM Purchase of around 20,000 AURUM (AU$14.45) which would give you a Single Vote per Account, per Election Period, as well as the right to run for CSM from DUST, not requiring an EVE Account.
In addition to this, a single 30-day booster (or some other inclusion) to gain DUST mercs something for aspiring to become a part of the New Eden Community as a whole.
This would prevent the 'hundreds' of new votes being created for CSM, but would allow those with the inclination to have an impact should they wish to.

This is a terrible idea.
This game is free to play, we shouldn't be forced to pay to have our input validated.
Can't wait til people start buying votes with PSN card giveaways. |

Honestly at this stage of the game (and until the issue with size disparity and game maturity is suitably addressed) Dust really is not ready for a place on the CSM.
There are far too many points of possible contention, far too much of D514 yet to be introduced into active game play, it's... well it's a beta. We'll have to wait at least until the game is actually live (even if that's a 'coasting' into live status as some have predicted).
The best (only) option for CSM representation that accounts directly for Dust is to have someone who cares about and plays both games step up and run. EVE online has been around for a decade, Dust isn't even released yet. EVE is pay to play, Dust is free with (functionally) unlimited accounts and toons. Beyond that there are many aspects and issues which effect one but not the other. The idea that "a vote is a vote" within a context so murky is simply asking for trouble no matter which way you slice it. Leave the beast alone at least until the game launches.

A vote in EVE is at minimum $30 and three months of preparation. Given the differences in opportunity costs less than 50 USD would be an outrage.
