Here's what I think (since you haven't told us your playstyle yet)
Vehicles (focusing on survivability)- armor Vehicles (focusing on damage)- shields Infantry (focusing on survivability- shields Infantry (focusing on damage)- armor
I'm mostly saying this because of a very simple fact- passive turret mods on vehicles are low slots, while damage mods on infantry are high slots. |

I don't roll HAVs seriously, but I do have a pretty good militia fit- armor hardeners are pretty good, and boost (go fast) modules appear to have a positive effect. That, and there's nothing better to put in high slots, aside from damage control units. |

I know you don't want to give away your tank fitting. No good tanker does. But when you said "boost" were you referring to shield boosters? I mean the ground version of afterburners- called boosts
