Don't worry, that adjustment will come naturally within the current build of the game as SP totals mature.
Also even before then the HMG is easy to counter so long as you engage it outside of it's optimal contexts. For example running in a (more or less) straight line toward an HMG will get you killed as surely as walking point blank into a shotgun or standing out in the open with incoming sniper fire.
Note I say this as someone who does not use the HMG, it's fine as is and will become more 'lackluster' (as compared to current effects) simply through the passage of time/accrual of SP.

optimal contexts? lolwut? He means shoot them in the cranium with a Sniper Rifle.
Correct, or toss a nade over a wall/down a hall. Or shoot them with a mass driver. Or shoot them in the head from behind with an SMG (strafe as needed). Or pop them from the back/side with Nova Knifes. Or hit them point blank with a shotgun (note: usually best not to try this directly in front of a running HMG). Or burn them down at range with a Laser. Or heat shot them at range with an AR (note, may require levels in sharpshooter, but if you're running AR you should be getting those anyway).
Simply put, the HMG (like any other weapon) will kill you if you stand in front of it (within it's range) and let it shoot you/stand still/run into the path of it's fire (Note: The Laser is an exception, if you're a scout at mid range you can run down it's beam and kill the user ). If it (or any other weapon) were unable to do this it would not longer functionally be a weapon. To avoid being killed by a weapon do your best to not let it shoot you. Which means knowing it's range and using that to your advantage, it also means flanking, focus fire, and being willing to fall back. HMG users (like the user of any other weapon) are easy enough to kill so long as you go about it correctly (i.e. taking the weapon you're up against, and the terrain you're fighting within, into consideration).

It's also important to note that (until such a day, if it ever comes, that the Devs make random spawns less fatal) Ambush is not a balanced game mode and cannot be used for a legitimate discussion of comparative weapon balance. That's akin to running 100 straight battles on Manus Peak and then trying to talk about sniper balance, the context is improperly narrow.
In addition to the problems with the spawn mechanic (hands up anyone who's played 10 Ambush games in a row and not been spawned in right next to an enemy/into oncoming fire) the maps are smaller, tighter, and less diverse. All of which generally aids certain weapons over others by providing the type of engagement most suited to them.
