No. Different weapons deal different damage depending on whether it strikes shield or armour.
I believe it works like this.
Lasers deal more to shields than armour. Explosives deal more to armour than shields. Hybrid weapons (I think these are blasters and rail guns) deal equal damage to both. Projectiles deal slightly more to armour than shields.
And I can't remember any more. There's probably a thread here somewhere that lists it all. |

Also, it has to do with recharge rates too. Shield recharges only when you're not getting shot, and there's a delay to the recharge based on suit, points and mods. It takes much longer for shields to recharge if they are completely gone too. Shields recharge quickly, so you can go from almost no shields to full in a few seconds. All suits automatically have some recharge to shields.
Armor is not repaired (reped) on suits without mods. The amount gained is small, but you are reped while taking damage. The basic mod gives +2hp/sec. There's a large difference between that and shield rep, which can easily be 20-40+hp/sec when not taking damage. The other advantage that armor has is that it can be reped by the logi tool, but shields cannot. A logi can get you and keep you at full armor, especially if you're a large tank with a lot of it. You need vehicles with shield transporter mods, and those are really only used on other vehicles, not infantry.
In terms of recharge rate it's the reverse on vehicles. Armor tanks can rep their hp quickly with a booster, but shield tanks take much longer.
As it stands for infantry, shield tanking is a bit better than armor. Quick recharge rate getting back lots of HP, and slightly reduced explosive damage is great. Armor also makes you move much slower, but with shields you don't lose your movement speed. That's why you always see people going assault/heavy screaming "go with type-II suit" and scouts for type-I. Shield rules. (I don't know about later tiered heavies, you should ask one of them if you're seriously thinking about going heavy, but I do see them go type-II to start.) |

In case it isn't clear from the other posts, shields have to be eliminated before damage can be done to armour -- just like it appears on the in-game markers.
If you use a mixed or armour damaging weapon breaking though shields will take longer than if you use, for example, a laser rifle. Once shields are down, using those same weapons will do damage more quickly.
This leads to the tank-killing strategy of dropping it's shields with flux grenades and then going after it with armour damage weapons. Same strategy for heavies. |
