... I was wondering how 'feature complete' the current build is. 100% would be equivalent to "all the features planned for the end of the beta".

This beta is NOTHING compared to what the full game will be. These little half-kitten maps we play on are going to be removed upon full implementation with EVE. We are going to fight on planets they control and fight in/around the buildings and factories they built. We will have to call down our own installations, CRUs, Supply Depots, etc. It isn't going to be team one vs team two in a simple match. Its going to be a war of Mercenaries. |

EVE has been around for over a decade and still isn't "feature complete". CCP likes to just keep adding new features as long as the game is up and running.
But as far as what they have planned for release it'd be hard to hard to really put a number on something like that but around 25% would probably be fairly accurate. |

Faction Warfare is the last major feature to be put in before launch. So we're almost 'done' in feature slating.
Now its the minor features we don't have or know yet of what is required or not, but either way they're things that are patched in, pushed back and re slated for other expansions.
Now vs what an eve player expect what a full game could look like?
25% is being nice but reasonable guesstimation. One reason why I say this is we only have less than 25% of all the suits, vehicles and weapons.
An full game expectation meeting isn't until 2014 or later. |

I'd say 35% of it's initial release version is done with another 25% of core features to be implemented and tidied up. |

Gizmo said something like 11% of the planned release content in in this build. They put stuff in and take stuff out as they experiment,. Remember when you first logged in that this is the 0.7 build. Suggests we still have a few more builds to go. |

People like to dangle a carrot in front of each other and say "this is just the tip of the iceberg, big things are just around the corner!" But all of this future content is coming any time between tomorrow and "ten years from now".
I've been hearing "big content patch any time now" for quite a while. And never directly from CCP. So yes, this game will absolutely grow and be awesome (it is entertaining now), but don't sit around waiting for more content unless you are very patient.
Edit: to better answer OP's question, don't expect to see everything people say is coming, to show up in the next six months. |

I'd actually be surprised if CCP actually had a hard definition of "100%".
I think the devs will add features bit-by-bit, working against a "product backlog", a prioritised list of all the features that they would like to see in the game eventually.
While they are doing this, the marketing types will be watching anxiously, looking for the "sweet spot" between launching too early with too few features, and launching too late. By "launch" we're talking about a marketing event and removal of the "beta" lable.
Personally I'm one of the hopeless optimists expecting the next release to be a feature release, but I could well be wrong.

It will be evolving forever. We got the message. It still doesn't excuse the 7+ month beta with the failure to reach the "final release" by now. |

as true as this is, the OP was referring to now vs. "launch". however, unless a Dev answers you here or in the IRC, don't trust the percentages given. It's anyones guess what the game will be like at "launch"
However, everyone IS correct in saying this game will be ever evolving, and post "launch", we will still be getting regular content updates. I use the term "launch" in quotations because the truth is, even after "launch", this game will be in a constant form of change. |

There's a big difference between using punctuation in the wrong place and not using words properly.
Then and than are something that a 3rd grader usually knows the difference of.It amazes me that people that are grown and out of school don't know the difference.
