Because its already been stated by ccp that by launch all suits will be able to wield hmg.
I know, 'link or it didn't/won't happen', can't find the link to the source but trust me its there somewhere, someone reading this has to know where it is. But trust me, it's there, and it will happen |

More like heavy suits maybe getting a passive bonus to using heavy weapons, like scouts might get a passive bonus to cloaking devices when they're added, and so on. CCP's modus operandi seems to revolve around leaving options open, but encouraging certain paradigms. So all weapons remain unrestricted, but maybe certain suits get a bonus to certain things to encourage them to adopt particular roles more.

I look forward to seeing what people will be able to do with HMGs with this change. I do not look forward to being one-shot by forge guns more. |

Here are some of my ideas.
If a non heavy suit is using a heavy weapon, then that suit needs to suffer a major speed loss. Those weapons are heavy, and a suit not built to handle such a weight needs to reflect that.
CPU/GP penalty. Again, these weapons aren't built for these suits, so it should cost more for other suits to wield them.
Accuracy reduction/ Slower charge up. A heavy can deal with the recoil of a HMG because that suit is built to handle it. Smaller suits are not, so they need to have a harder time handling it. The same can be said for the forge gun, and it's charge time.
Implementing all 3 ideas could potentially ruin heavy weapons for smaller suits. So don't add in all three, maybe 2 ideas.
I would much rather not see other suits use heavy weapons, but my plees will probably go unheard, so all I can do it pitch future ideas on how to balance it.
