i very much like this Idea, but i believe it should be implemented later in the game, when larger maps are made and installations are expendable (you'll see why)
plus, i'd like to add a detailed version of certificates.
(All credit goes to OP) also taken the liberty of adding a few extra ideas. 
Here's a certificate version for our Logibro's:
Logistics Operator Certificate:
This certificate represents a level of competence in providing Logistical support to the war effort, securing and capturing supply caches within the area of operations. It certifies that the holder is able to effectively contribute to the war effort by providing supplies to ammunition exhausted allies,repairing damaged aircraft and securing supply lines for the war effort.
Obtaining this certificate permits access to Standard Level Logistics Drop-suits, Installation repair kits, Nanohives and Codebreakers. Entitles the Holder to request temp. ammunition supply depots in designated areas to MCC commander while wearing a Logistics Dropsuit.
List of required Criteria:
[ ] Train (any) logistics suit to lvl 1
[ ] Train combat engineering
Rewards additional 2000 SP
[ ] Train system hacking Lvl 1
[ ] Train repair systems to Lvl 1
[ ] Train Remote repair systems to Lvl 2
Rewards: additional 2000 SP
Rewards:25 BPCs of Logistics Repair tool
Additional criteria:
Fully Restock ammunition for 100 soldiers using Nanohives.
Repair and restock ammunition for 20 vechicles.
Rewards: 25 BPCs of Logistics Operator Drop suit (STD)
Logistics Specialist Certificate:
This certificate represents an advanced level of competence in providing Logistical support to the war effort, securing and capturing supply caches within the area of operations. It certifies that the holder is able to effectively contribute to the war effort by providing supplies to ammunition exhausted allies, repairing damaged aircraft and securing supply lines for the war effort.
Obtaining this certificate permits access to Advanced Level Drop-suits, repair tools, nanohives and code breakers. Requested supply depots can now switch Dropsuits on the fly in designated areas. Holder however cannot switch to different drop suits. Any objectives hacked by the holder will be slightly more resistant to enemy hacking
Entitles the Holder to recall any hacked LAVGÇÖs and temp. supply depots via RDV

[ ] Obtain Medical operator certificate
[ ] Train 2 faction Logistics suit to Lvl 3
[ ] Train combat engineering to Lvl 3
Rewards additional 5,500 SP
[ ] Train system hacking Lvl 3
[ ] Train repair systems to Lvl 3
[ ] Train Remote repair systems to Lvl 4
Rewards: additional 5,500 SP
Rewards: 25 additional BPCs of Logistics Repair tool
Rewards: 50 BPCs of Logistics Codebreakers
Additional criteria:
Fully repair and restock ammunition for 500 soldiers using Nanohives.
Repair and restock ammunition for 100 vechicles.
Rewards: 50 BPCs of Logistics Operator Drop suit (STD)

Logistics Officer Certificate:
This certificate represents an Dedicated Level of competence in providing Logistical support to the war effort, securing and capturing supply caches within the area of operations. It certifies that the holder is able to effectively contribute to the war effort by providing supplies to ammunition exhausted allies, repairing damaged aircraft and securing supply lines for the war effort.
Obtaining this certificate permits access to Prototype level Repair tools, Nanohives and code breakers. Further entitles the Holder to Make priority requests to command or MCC commander for permanent Supply Depots within the area of operations. exhausts one (Supply depot installation) from HolderGÇÖs assets.
Furthermore, Any hacked vehicles and temp. supply depots can be recalled via RDV.

and 2 faction Logistics suits to Lvl 3

Rewards: additional 100 BPCs of Logistics Codebreakers
Additional criteria:
-Fully repair and restock ammunition for 2000 soldiers using Nanohives
and Repair Tools.
-Repair and restock ammunition for 500 vechicles.
-Capture and recall 50 Temp supply depots
-Refit 100 Clone Soldiers using upgraded Temp supply depots.
