Charge was good a couple builds ago when the Weaponry skill gave more damage and the Sniper Rifle Operation skill gave more damage as well. In Precursor or Codex or something the damage of handheld weapons was reduced across the board due to skill normalizations. Prior to this happening, it was common to one-shot non-heavy suits with fully charged body shots, decent weapon upgrades, and decent skills.
Now, however, you will require two hits to drop most people with body hits whether you're using a charge rifle or not. As such you have no reason to use the charge rifle, as you'll need a second shot to get a kill anyway, and you can get that second shot more quickly with any other rifle aside from the charge rifle. |

Charge is actually very undesireable for counter-sniping in my view. If your sniper target does not realize you're lining him up, then you can probably get a headshot on him, which will undoubtedly kill him instantly whether you're using a charge rifle or not. And if you miss your headshot, or if it doesn't kill for whatever reason, you will want a follow-up shot as soon as possible. A charge rifle will not get the second shot off before the enemy sniper has moved, a lot of the time. A regular or tactical sniper rifle will.
If, however, you do have the attention of the enemy sniper, then he may attempt to fire and move very rapidly, trying to dodge your shots while landing his own. In such a case, you have a distinct disadvantage in that your ROF is considerably slower. In the time it takes you to get one shot off, he'd get off several. In particular, depending on the range, it becomes a very viable practice to actually fire the sniper rifle while standing and strafing side-to-side. It isn't so difficult to compensate for the sway while standing/moving provided the target isn't too far away. If you're using a charge rifle then, you will have time to get off one shot on your standing/strafing enemy sniper target, because he'll unload his entire mag at you and probably kill you before you get your second shot off. |
