Eve FW players create "assault contracts" for specific planets at specific times. For example, "Tama Planet IV, 16 January, 20:00-2200". They fund these contracts with ISK, providing whatever amount they feel is appropriate. These contracts are placed with the NPC factions. Contracts have to be created at least 24 hours in advance.
The contract becomes visisble in Dust, including all details (time, place, ISK). However, the ISK amount available in Dust is only a proportion of that provided in Eve; maybe 25%. The rest goes "to fund the war effort"; the specific proportion will be set be CCP as required to maintain balance between the 2 economies and provide the necessary ISK sink.
Twenty minutes before the contract start time the FW war barges around the planet becomes available, and mercs can start to wait in them. There are two war barges, one for attackers and one for defenders. Mercs in corps that have joined FW can only join the barge for their faction; unaffiliated mercs can join either.
At the contract start time, the game determines which war barge has most mercs in it, and divides those mercs into teams of 8. When doing this it tries to keep squads and corps together. It then allocates each team to a district, and creates a skirmish battle for that district.
Next, it divides the mercs in the other war barge so that there is a (smaller) opposing team for each battle.
Once the district battles are set up, with two teams for each, the battles begin.
While the battles are going on, new players can enter the war barges. If there is space in an ongoing battle they enter join it. If there are 8 players in one of the war barges then a new district battle is created, following the same process as above.
Once in battle, mercs can request transfer to any other district on the planet in which their team has spaces (less than 8 players). They will suicide in their current battle and appear on the spawn point selection screen of the new battle, with a 30 second spawn timer.
When battles end, the mercs involved are returned to their war barges and are the eligable for new battles.
When the contract time window ends, any remaining battles are allowed to complete but no new battles are created. Once all battles have ended, the ISK for the contract is paid out.
The ISK is awarded in a similar way to current instant matches, with a bonus to mercs on the attacking side (only) if they take more districts than they lose. Unafilliated mercs receive a reduced payout (something like 80%).
