Where? In the Factional Warfare systems of low sec.

Spce is divided into "high sec" or "Empire space" (security rating 0.5 to 1.0 space controlled and patrolled by the Amarr, Caldari, Gallente, or Minmatar NPC factions), "low sec" (security rating below 0.5 and above 0.0 space mostly controlled by the same four NPC factions -- Faction Warfare happens here, and players can do more things to shoot each other with not as many consequences), and "null sec" (security rating 0.0 and below space -- some of it is NPC pirate or other NPC controlled, most is player controlled).

Bright side: We are starting on the Temperate planets, and there are only 714 planets in low sec -- and Faction Warfare only takes up part of low sec. More planets than you have fingers and toes... I think... but a good start!
