It's quite simple.
Passive = you gain 50% more skill points, when your not playing.
Active = you gain 50% more skill points when you play (from combat). |

No, the cap regards combat SP only and the Active Boost increases it by 50%.
Passive SP is 1000SP/hr or 1500SP/hr with that boost enabled.

Right now with the cap, active boosters are only good if you play every day and hit the cap every day.
With passive boosters, you get around the same amount of sp every day, only you don't have to be online and playing to get it.
So really, the only reason to get an active booster now is if you can afford to play every day, or if you already have a passive and can afford another active. |

This is mostly true. You gain 50% more passive skill points all the time. Whether you're playing or not. |

Yes your active skill cap is increased with the use of an active booster
(passive skill gain, booster or no, does not effect the active cap at any point).
An active booster adds +50% to both your active skill gains and active sp cap. |
