So this bug is very easy to duplicate.
All you have to do is stack additional damage modifiers like complex and you won't receive a stacking penalty. In another case, the damage output actually increases.
For example:
I'm buffing up my sniper rifle damage and added a light complex damage modifier to the one I already had. Instead of receiving a stacking penalty, I got:
1.10x (First Complex Damage Mod) - Normal
1.21x (Second Complex Damage Mod) - Bug
So there's no penalty at all. Instead of going to ~1.17, it's 1.21!

it's not applying the stacking penalty.
Bonus are multiplied, so current is 1*1.1*1.1=1.21
should be 1*1.1*(1+.1*0.8691199806)=1.19560319787, round to 1.2 on screen.
formula for stacking penalty is p=a^((n-1)^2)
Third mod penalty makes a difference 4th is about useless, second gives almost full bonus. Right now the bonus gets bigger with each one. |

this is something that has been prevalent since previous builds. This has been brought up numerous times, and has yet to be fixed, but yes devs are well aware of this |

Yea this has been going on for quite a long time. Don't know if they are just slow in handling it or they feel that they have more pressing issues to deal with at the time. |

Old news. The stacking penalty is just not being done yet. Enjoy it before it is fixed, which will look just like a nerf. |
