There are more but suffice to say they wouldn't be useless. 1: What the point when the enemy can see you? If your not cloaked already, then the person your charging (unless you get him/her from behind) will see you and shoot you. 2: If you get near anyone, you will uncloak and get shot. 3: look at #2 4: only works aginst anti snipers, as you will be far enough away to where they would be the only person able to kill you. 5: look at #2 6: #2 could happen, but otheewise the only one that is useful... for only a deciated scout.
From the sounds of this your definition of "near" extends much further from an enemy than mine. Also clearly you've not seen how easy it is to sneak up on (or be overlooked by) people even in the current build without a cloak in place. In the current build people already frequently miss hostiles who aren't "lit" on the neocom, a status often attained even prior to peak character skills or the use of profile dampener mods. Approaching from an angle of attack other than head on is also quite viable and effective within the current build. Any of the above is enhanced through use of a cloak but even if you overlook those obvious advantages it still provides great sniper cover, to place remote explosives/AV 'mines' or to get the drop on a tank with grenades.
I suppose you could just reply "#2" to everything again but only if you're assuming that "near someone" equates to "within assault rifle range", which would clearly be a barely useful iteration of the device for most purposes outside of Dropships or dedicated wide flankers/pure scouts. Of course even there opening up three new effective battlefield techniques shouldn't simply be dismissed. Since the comparison to EVE was made earlier consider how hard it is to use drones or friggate fleets to de-cloak a ship via proximity and scale distances accordingly to maintain the same difficulty baseline... and then try to do it without the natural bottleneck of jump gates. If the opposing team wants to dedicate squads to running in circles within given areas trying to proximity de-cloak someone who "might" be there then having a single cloak fit among your assets becomes completely worthwhile (just like running a cheap LAV and getting a squad or more to switch into swarms). The value to a teamwork focused squad is quite signifigant.

^This. Nova users are still uncommon, polished ones like Maken even more so but a merc who dismisses them does so at his own peril, and cloaks will open a whole new world of deadly from the ninjas. Also don't forget the talk from CCP of 'predator style' explosive devices. Pause to reflect on what it means to face a Nova Knife wielding merc who can cloak and who will explode upon death. When the build comes that these features go live I'll be keeping a list of all Nova users and checking it every match, and I'll be dieing a lot less because of doing so.
