I try long into the game for the last 3 days but it keep saying "Data file update currently unavailable. Please ty again later". Idk if this is the right section btw soooo just try and help if you can :/ |

No, characters and all other information is stored server side.
Clients only exist to quickly load resources such as textures, models, and game engine.
Just remember to use the same psn account to download dust 514 to get the characters.
If I where to log into eve online side I can find your character's information regardless of your online status because its stored in a 'persona' server. |

ISP errors are likely culprit in this case. Throttling and dropping to make room for other customers ect ect. There shouldn't be a need to re-install on your cause.
At most you have to do is reset the ps3 or unplug the router to clear up the dns charts a bit. |
