You cannot know this. Further more, sniper rifles are exclusively referred to as railguns in-game. If CCP were planning on adding different varieties, they would have been less heavy on referring to sniper rifles in general as railguns. It might be worth noting that I've heard nothing from CCP about racial sniper rifles, and I'm sure no one else has, either.
