Short answer: Yes.
Long answer: Everything's a LITTLE faster than Codex, and a lot smoother. Some people have been reporting deadzone issues again, but hopefully the old fix of tweaking PS Move deadzone settings will fix that like it always has.
There's been a major rebalance of ARs, so now a lot of other weapons which were too situational to really work are actually viable counters to the gun, making it more of an option and less of a "must have" weapon that everyone uses.
Framerate's more consistent and a little higher, and the animations and graphics are smoother and cleaner respectively. Lag in-game isn't 100% gone, but is a lot less severe than it used to be, and the micro-freezes you frequently encountered during CQC are also nearly eliminated. At worst, they've improved on almost every problematic aspect of the game. There are a few things people still have issues with though (obviously). |

And movement compared to some earlier builds is slow, but compared to Codex, it's sped up - not hugely, but it's faster than it was.
More importantly, your claim about the framerate being up and down doesn't match my experience (or the your quoted poster's experience, apparently) at all. The framerate isn't rock-solid, but it's a LOT better than a few post-release supposedly AAA titles I've played recently. |

And I was emphasising that I'm speaking about my own personal experience to point out that the framerate issues aren't affecting everyone - I wasn't saying that you're wrong, just that there are plenty of people NOT having problems as well. |
