This thread is based on the ideas I added to VK deathslaer's thread, and created on the urging of a couple of the thread's readers.
Earthshatter here, and I am posting here to cover a weakness in CCP's EVE plan: as we know it, it only covers direct-damage bombardment strikes. But this likely isn't for lack of trying, but likely more of a lack of ideas! As I see it, each EVE ship should have a way of aiding ground forces in their endeavor. I call this Orbital Support, or OS for short. I sorted the suggestions into ship archetypes, and detailed the effects within.
SUBCAPITAL
Combat-type ships (destroyer, cruiser, BC, BS): Orbital Bombardment Simply, CCP should stay the course in regards to this ship archetype.
Industrial: Supply Drop - Basic Takes 3 random installations and/or vehicles out of its cargo, and drops them onto the specified spot. A good way of creating an instant forward emplacement. I reduced the number as it seemed OP for a basic industrial
Covert Ops (any "cloaky"): IFF Modification Pulse Using the uniquely-designed cloaking CPU, the cov-ops ship scrambles enemy IFF sensors on the ground. The result: everything on their TACNET turns blue. Like the ship, this is a great tool for infiltration. As the cloaky is using its cloak programming for this job, it will be unable to cloak while giving OS.
Stealth Bomber: Bomb Voyage Deploys one of its signature bombs against the enemy team. Very wide AoE, but the damage amount is low enough to leave vehicles and Heavy suits standing - somewhere around 400-600 HP. WARNING: this bomb will harm teammates, so do not deploy too close to your front line!
Logistics: Atmospheric Repair Projection The logistics ship targets the ground forces with its repair-beam, giving an AoE heal to those who need it. Called in just like the current Precision Strike, but it gives a strong heal in the specified target area instead of attacking enemies. Area-of-Effect is the same as the Precision Strike, and the heal is about 500-1k HP to armor or shield - depending on logi-ship type. The MCC can be healed as well, only when specified to heal MCC.
"Jamboat" E-war ships: TACNET modulator - Jamming Uses ECM jammers against the enemy TACNET, causing the maps to be nothing but static. They are also unable to "spot" anyone on your team while this OS is active.
ECCM E-war ships: High-Orbit Pulse Scan (HOPS) - Modified VK deathslaer's idea The ECCM modules create pulse waves aimed at the battle. These waves bounce off any enemies, vastly increasing their scan profile for about 30 seconds. Allies are capable of spotting enemies well outside line-of-sight while this OS is active, making it a Scout suit's best friend.
Mining Ships: Seismic Focusing Array Every planet - and asteroid - has a multitude of earthquake events occurring on its surface at any given moment. Gravimetric scanners focus the seismic waves onto the battlefield, creating an artificial natural disaster. The ORE frigate will only have the strength to force an LAV to collide with a lightpole, but the Hulk can create a quake that can launch a tank into the sky!
Interdictor and Heavy Interdictor: Stasis Web Trap Launches a wide scattering of booby-traps that activate stasis webbing modules upon activation. Can slow down an entire battalion if used right. Best used to slow attackers or cover a hasty retreat.
Command Ship: Chain-Of-Command Protocols Uses Command Links on the WarBarge and MCC, boosting their functions as well as a 50% boost to WP gain. Duration is on the order of minutes, but the Command Links are unusable in space until the OS ends.
CAPITAL This class of ships will give two OS boosts: a passive buff that remains as long as the ship is in "orbit" position, and an active ability which is sometimes unique to the ship. The passive buff is only applied by the pilot with the highest skills, so there is only one buff per cap-class per team at any time.
Dreadnought Passive: Siege Warfare Algorithms A percentage boost to weapon damage.
Dreadnought Active: "Epic" Orbital Bombardment Go big or go home. The dreadnought enters Siege Mode, then fires its main guns. The area bombarded is massive, as large as our current beta maps. Almost nothing can survive the massive assault.
Carrier Passive: War Barge Management Uplink Advanced crew-management software is streamed to the War Barge, improving its functions. Shortens spawn time.
Carrier Active: Overload Repair Projection Using IFF signals as a guide, the Carrier can successfully regulate the flux density of captial-class repair systems to safely heal ground troops. Allies get a FULL HEAL - this is a very costly ability! Because infiltrating enemies have fake/nonexistent IFF, their defense systems are completely overloaded by the "repair", bringing their armor+shield to 1pt each, killing shield regen, and stunning the suit entirely. Oh, the unfortunate spy also arcs enough electricity to light up the Jita 4-4 station, so they are very easy to kill.
Orca Passive: Defense Algorithms A percentage boost to armor and shield HP
Orca Active: Capital-Class Chain-Of-Command Same effect as the Command-class OS, just much more powerful.
Freighter Passive: Cargo-Bot Sorting Algorithm Applies the programming that efficiently sorts cargo to RDVs flying in suborbit. Improves vehicle deployment time.
Freighter Active: Installation Cluster-Drop Drops 3 groups of 5 installations in the 3 areas specified by the commander. An instant forward command post, defensive line, or massive castle? Your choice. |

SUPERCAPITAL These ships only have one active ability, which is an immensely powerful Support that requires stiff restrictions.
Supercarrier: Fighter-Bomber Tritanium Seals Using a portion of Triage CPU, the supercarrier can direct nanites to seal off the Tritanium structure of its fighter-bombers, allowing them to enter atmosphere for the duration of the Triage Mode Activates the Triage Mode. During this activity, fighter-bomber spacecraft can be spawned into and used in the DUST battle. Should they be killed, the Tritanium is exposed, rending it asunder in a large, damaging explosion. During this time, the Triage Mode in space operates at a greatly reduced ability, rendering the supercapital relatively weak and without fighter protection.
Titan: Total Obliteration There are times where you cannot afford letting the enemy take a planet, even if you have to make sacrifices. The Titan activates its Doomsday Device against the planet, destroying every structure on its surface, while leaving the Titan vulnerable as it always is after using the most powerful weapon in New Eden. For 2 downtimes afterward, the planet is OFF the board. No PI. No DUST. No Customs Office. Not even a planetary resource scan. After 2 downtimes, CONCORD deems the planet safe for human use again. A specific Titan can't use the DD on another planet until the first one is safe. A cluster-wide hard cap of 100 planet shut-offs at any one time is also enforced, to ensure 0.0 won't be "blacked out" of DUST play entirely.
SPECIAL SHIPS These ships don't quite fit into any other category, and their abilities are a mix between passive and active. Because they are sub-caps, they can only have one of these abilities. I haven't posted Strategic Cruisers because they are too modular to be pinned down to one use.
Noctis: Magnetometric Scan - active Uses salvage-detecting sensors to sweep the battlefield for any large metal structures. Potential forward bases found will extend the redzone to them, whereas ore veins are cataloged to improve PI extractor output. If an archaeological site is found... I really hope we get to solve temple puzzles for that...
Primae: Installation Deployment Uplink - passive Uses PI drop programming to greatly shorten installation deployment time.
Echelon: Purloined Programming - passive Bestows the hacking programming of the Purloined Sansha Codebreaker upon the allied team. Percentage improvement in objective hack speed.
Zephyr: Solar Flare - active Ever wondered how a solar sailing vessel turns? The Zephyr is fitted with state-of-the-art technology that can redirect and focus the solar wind, allowing it to literally control where the wind blows. As an OS, the Zephyr uses the tech to focus the solar wind on the upper atmosphere, creating an intense electromagnetic storm that wipes out any exposed TACNET and communications electronics. Because this effect doesn't discriminate, commanders need to have a plan ready to execute the moment the OS is called in, because you WILL NOT be able to give orders during the storm. |

So What? Not only does this setup give more variety, it also forces serious alliances to field a very mixed fleet, going so far as to deploy non-combat ships like poker cards to gain whatever DUST edge that is possible.
Also, it gives on-orbit EVE Online spaceships more ways to help out than just bombing the other team.
Lastly these may also clean up a few elements of EVE lore, such as how the Zephyr ship is able to turn so quickly and go FTL. |

I think that these are all great ideas. they're really should be more of a variety as to how orbital ships can support ground operations. I like all of the ideas except the logistics. don't you think that would be a little bit too much? I think it should repair the MCC. unless I'm wrong the MCC will be maneuverable by a captain. I just think it will make more sense if it is treated more like a ship and not just a big floating thing. in most game modes I imagine the goal for defenders will be to kill it |

I did feel like a subcap having a full-team HoT was a little much myself. However, the MCC won't always be the main objective, so it would make more sense as an AoE heal effect in about the same area as the Precision Strike we have now. That will also be easier to balance later on. Quick edit to OP just completed. |
