Impressive idea, but I really think Orbital Support would shine if the abilities were different based on the type of action the supporting starship does. Here's all my ideas for subcaps and the Freighter class.
Combat ship: regular bombardment.
E-War ships: TACNET Modulators apply your Electronics modules to the TACNET stations supporting the assault. Jamming has a Counter-UAV effect, whereas ECCM has the "HOPS" effect described in OP
Logistics: Atmospheric Repair Projection Amor-reppers project repair nanites into the battlefield, granting a potent HoT to any allied vehicles on the ground. Shield-reppers give a flat shield HP boost.
Covert Ops: IFF Modification Pulse Scrambles the IFF sensors on the enemy team, causing enemies to appear blue. Great cover for an infiltration, hence the parent ship-type.
Industrial: Supply Drop immediately dumps a random mix of 5 installations and/or vehicles in the general area specified by the squad leader. Depends on fate and the contents of the indy. Great way to create an instant forward emplacement!
Primae: Installation Software Uplink Vastly reduces time for deployment of installations, enabling quicker defensive restructuring.
Mining Vessel / Rorqual: Seismic Focusing Every planet has a variety of earthquake events all over its surface. The support vessel uses gravimetric active scanners to focus these waves into the battle area, producing an artificial natural disaster. the ORE frigate will only accurately flip a single LAV, but the Rorqual will decimate the entire field. The miners exact their revenge!
Freighter: Cargo-bot algorithms Apply cargo-sorting programming to suborbital RDVs flying to and from the War Barge. Improvement on vehicle deployment times.

I'm back, with the additions I promised!
Orca and Command Ships: Strategic Protocol Enhancement Activates the Fleet Link modules, with the MCC as the target. Improves all MCC functions, as well as a boost to WP gain. Links are not usable in space during DUST usage.
Dreadnought: "Epic" bombardment Sieges the dreadnought in space, and fires the main weapons at full power. The area of destruction is as large as the beta maps we have now, and is guaranteed to kill whatever is unlucky enough to be in the region.
Carrier: Atmospheric Triage Projection As the beam projection uses IFF sensors to regulate beam flux density, any infiltrator caught in the wide area full-heal will have his defensive systems completely overloaded by the capital-class repair unit - leaving them stunned, exposed and easily finished off.
Supercarrier: Tritanium Fighter Boost By dedicating a portion of the supercap's Triage CPU, the defenses of some of its fighter-bombers can be configured to protect the volatile Tritanium structures from atmosphere. For a short time, the carrier's fighters are playable as spawn-in ships. Any that are destroyed are destroyed in EVE as well, and they do so with a violent explosion, damaging whatever happened to be around it. The carrier is defenseless with a reduced Triage repair capacity during this time.
Titan: Total Obliteration Times will come when, no matter what, you need the enemy OFF that planet! Activates the most powerful weapon system in New Eden, completely destroying the infrastructure of the target planet. Until 2 server downtimes afterward, the victim planet is completely off the board. Turned off. No PI. No DUST on its surface. Not even a Customs Office. After the 2 downtimes, CONCORD deems the planet safe for use again. A single Titan can only "turn off" one planet at a time, and there is a hard cap of 100 of these events cluster-wide per week.
EDIT: since I'm trying to give every ship a support use, I forgot a couple.
Noctis: Magnetometric Scan Uses the salvage-detecting scanners to reveal any large metallic objects in the area selected. Will change the redzone if a potential forward base-structure is found outside starting bounds. Ore veins are cataloged on the District map, boosting PI extractor output in that District. It is also possible to find an archaeological site, which can (hopefully) be used in a non-PvP game mode.
Stealth Bomber: I think we all know this one WARNING: This is a very wide-area attack! Do not use too close to your front line! Drops one of its signature bombs, blasting a large crater in the map. Vehicles and heavy suits will survive, but the bomb cripples their advance.
Zephyr: Artificial Solar Flare Normally used to keep pace in any direction needed, the Zephyr is equipped with experimental technology that focuses and redirects the solar wind of a star. Used in Orbital Support, the Zephyr causes an electromagnetic storm above the battlefield, frying any exposed electronics such as TACNET and ALL communications. It is recommended that the team that called in this unique attack have a plan ready to execute the moment it happens, because you WILL NOT be able to give the command during the storm. |

Only change I would say is the Titan should only turn off a particular district and maybe the 2-3 surrounding districts. I love how it destroys the installations, and EVERYTHING on a district surface. Would be simply epic, but would also need to be carefully balanced, perhaps the trade off to this unbelieveably powerful tool would be it couldn't warp antwhere for several minutes after, essentially sieged in the planets orbit. The Titan is firing its Doomsday to do this, so that is already exactly what will happen. And I think I will make a thread. I'll obviously give the ECCM ship (that uses HOPS) the original poster's credit as well.
EDIT: I should also mention that nuclear weapons (which would destroy a single district) are about the size of BS cruise missiles. Nowhere near the size of Capital-class cruises. The Doomsday Device is named so for a reason - used untamed, it could shatter an entire planet. That's right, turning off a planet for 48 hours-max actually requires the superweapon to be used at reduced power! Lastly, the cluster-wide hard cap ensures that 0.0 can't be "blacked out" to DUST play. |
