Eve Online is subscription based ($15/month USD) while Dust 514 is free to download and play. If Dust accounts are to merge into Eve accounts, that would mean that account will not be used in two places at once. They won't be linked together. All of my Eve accounts already have full character slots, so do the Dust/ PSN accounts. The fact that Dust accounts go through PSN and not CCP eliminates that possibility. Even if there was some way to forcibly tie them together, all Eve accounts would have to be bumped to 6 slots. Still wouldn't be a concern really. Most older players and especially old nulsec players have multiple accounts.
Just as Eve players were granted a Beta code for each account, I'm sure there will be some special program for Dust players to get something like three months free or whatever to branch into Eve. Without doubt though, Eve accounts will not be directly tied to Dust/PSN accounts.

Sad of me, I know, but i'm sure CCP is aware this _WILL_ happen if they don't merge accounts, right? Well it kinda be cool if CCP logged your IP address and only let you log in one at a time imo
Multiple clients from the same IP is nothing new. Why would it change now? It's not uncommon for people to have anywhere from two to upwards of ten clients running at the same time. Practically a one man fleet.
