I can think of 2 possibilities:
1. Near misses sometimes cause a shield flare without damaging the target. If they're moving, the game might be JUST laggy enough to track your shots around the target instead of through it.
2. There were really, REALLY, REALLY bad hit detection issues in the early days of the E3 build. THe hotfixed some of them away, and have been improving with each patch, but they still kick in occasionally. You might be a victim. |

It's been happening with all the weapons, it's just more noticeable with low rate of fire weapons. I have noticed it with my scrambler pistol and have had occasion where I overheated my HMG into an assault trooper's back and, though it was registering the hits, I did zero damage. Said trooper turned, chased me around behind my cover, and killed me during cool down. I had a really great example where I unloaded a full mag from my Militia Sniper and only had one hit register on an unmoving target while I was firing at the same location on the target every time. All of them showed hit markers, but only the last round did any damage.
Then I swapped to my SMG, jumped over his head, and unloaded 80 rounds into his head while he turned. Dealing a grand total of 0 damage.
At which point he tore me in half with his HMG while I reloaded.
I still got the Assist. That'll do. |

This happened to me on MANUS PEAK. I was crouched in a hill south of the point next to the spire on the hill. The guy I was shooting was standing out of cover on the road 50m right of the point next to the mountain(looking at the map on the forums the east most capture point) What do you mean by "in" the hill? Were you trapped inside a texture? Sometimes terrain that you're halfway inside blocks the shot. Was it just a typo for "on"? Sometimes if you're behind the crest of the hill, your gun barrel is low enough that the game registers the shot hitting the hillside in front of you. My example was also on Manus Peak, and I think the map has a few areas with pretty bad glitchy hit detection when shooting on certain angles across non-level terrain. |

Stupid Jesus phone All good. Had to ask because I have been stuck inside hills and spiky bits on Manus Peak before, and had fairly intermittent results, sometimes able to fire out from inside the hill and sometimes not. |
