Currently fitting skills are 1x. The difference between most militia items and their meta 1 counterparts are the fitting requirements. Granted, the weapons tend to have slightly nerfed stats (eg 3 round chamber on sniper, slower reload on shotgun), however, the modules tend to have the same bonus with slightly higher fitting requirements.
These fitting requirements would make for difficult choices in fitting, however, by maxing out the fitting requirements, one can run around in fully fit militia gear that is as nearly as good as meta 1.
Considering most modules and all weapons have fitting skills associated with them, bumping the fitting skills to 3x or 4x would simply have people specialize more by placing sp into fitting skills associated with their preferred load outs. Considering the current setup, people can avoid these skill and only put the sp into the fitting skills and have far more effect per sp.
TLDR: raise fitting skills (electronics and engineering) multiplier, preferably to 3x or 4x. |

- The skills are the same in eve as they are here. Electronics, Mechanics, and Engineering are all gateway skills & are used to unlock other support skills. In EVE they're referred to as "Core" skills and have a related certificate for "Core Competency". These skills are considered integral to most fittings (although if you're specializing, you only need as much out of it as is required to fit your stuff) -- and are part of the motto "If you can't fit it, don't fly it" which refers to not fielding a ship that you can't put appropriate equipment on.
- The difference between a t1 suit and a militia suit are the number of slots available & the available cpu/power grid (except for the Heavy, which also has a significant boost to its armor HP at T1). As a result, if you've specialized in a certain weapon you may want to use t1 equipment with it to make sure you can fit the weapon appropriately and retain the edge the higher meta level weapon gives you.
- Having a player in militia gear able to fight toe to toe with a player in higher meta level gear is intended behavior. It's why all of the militia suits (again except for the heavy) have the same hitpoints as their higher meta level counterparts. At the same time, having a player in higher meta level gear able to fit more & better modules will give them an edge if they fit well. This is also intended behavior.
TLDR? They're x1 so that you can dip right into them when you need to. Some of us choose to dip deeper & focus on versatility rather than over-specialize early on. |

I appreciate the well thought out response, especially drawing the parallels to eve. |
