That'll only be fair when the amarr heavy's hp is restored
It should still be limited to no equipment unless there's a change for the current
Edit: and until ccp fixes the slots to match the tank, it would have to have 2 low and one high, increasing slots in the reverse way the current heavy does |

It depends on the weapon because mass drivers, smgs, and hmgs do very little shield damage and considering the module less shield regen, it should actually have a lower shield than the pre nerf heavies armour

That is 750 EHP overall. If anything, Caldari heavy which should be shielded-heavy suit should have less EHP because Shield is easily replenish. Also, Caldari is not known for its sturdy anyway, unlike their neighbor Amarr.
So I suggest something along this line
Militia Shield: 300 Armor: 200
Type I Shield: 500 Armor: 200
Type II Shield: 300 Armor: 450
No comment on hi/low slot and CPU/PG. That would need a lot more testing. Caldari suit can perhap baise more toward Hi slot.
The caldari type II should be increasing armour because shields are it's regular tank |

I do increase their Type II armor but I don't think they should go all the way to Amarr level of 100/650 though, may be 200/550 perhap ? I misread it |

I also think there should be very little armour and replacing removed armor with more shields, possibly a complete reverse of the amarr? |
