I just opened a question on General Discussions pertaining to exactly this. Though my question/comment goes a little deeper.

I think the WP farmers are hurting the rest of us a LOT more than by just not participating, and this explains the extremely low SP/ISK payouts we get in games where they are doing this. |

This is not the same battle as I were in, but the numbers look very much the same. Rippper got 11k+ SP and another warrior were around 8k+, with another in second with also 11k+, and very low kill counts. Ripper went 16/0 in my match, and got those by spamming Precision strikes in the last few minutes of the match. |

lol they are breaking no rules
I'm pretty sure they may be. The game allows this due to an oversight/bug, and CCP have stated that is is a known problem, that makes it an exploit, and therefore breaking the rules. |

But swapping suits to get back armor is an exploit Hell stick your tank out so the enemy shoots it and then rep it back would that be classed as an exploit if you do it in the field of play?
One major difference there. Risk.
If you stick your tank out and get shot at, you actually run a risk, and have enemies occupied with you, which benefits teh team.
What the "Peasants Inc" are doing involves NO risk.

Is there a friendly fire penalty for the strikes?
Friendly fire is off, you really have to be unlucky to kill friendlies. |

Yes and no. they do tend to work under cover if possible. and given the choice between a blind aim in the enemy home spawn point, and spotted enemies at an objective, I think most squad leaders earning an OB will choose the latter. |
