I think they said what they meant in a slightly misleading way. In EVE, most weapons/mods/equipment work on a cycle time. For example we have active armor repair modules on vehicles - you open your equipment wheel with R2, point to the armor repper, and activate it. Then, the armor repair module runs its cycle, repairing X amount of armor, and then going on cooldown for 10 seconds or whatever it is (which is part of the cycle I believe).
My guess, is that what they meant by OB's having a cooldown, is that the cycle time would be longer than the actual firing time, meaning that if the cycle is 15 seconds, maybe only 5-8 seconds of that would be spent firing. So, if you have 10 players orbiting in EVE, on call for OB'ing, there would be "no cooldown" as it wouldn't be the same person firing over and over. They didn't mean there would be a literal cooldown, by which I mean if you call in an OB, you -must- wait X seconds before calling another.
I'm relatively sure about this, as I remember reading somewhere (either in IRC or one of the IRC transcript threads) on of the Dev's saying that OB's could be fired without restriction as long as they are available and the WP requirements have been met.
