Hardly - the most efficient way is for Dev Shoot events where CCP goes out and sees first hand that their prototype gear simply doesn't match up against certain fits they didn't take into account. did they do that with: - Swarm Launchers spamming (Replica build) - HMG non-exist overheating (Replica build) - Remote Explosive spam (E3 build) - Breach AR OPness (E3 build) - Tanks/AV (Precursor build) - and many other major issues - and now OS is next

Breach AR wasn't nearly as OP as people made it out to be... Tanks/AV wound up getting fixed with a sword rather than a scalpel.

look what am trying to say is: if you want something to change make the whole community cry about it period. And ruin any prospects for yourself in the process - right? Just saying, the community knows about it and have multiple threads regarding it. What's the point of continuing to do it? You should know by now that most peeps here don't use the search button and will create there own threads about the exact kitten issue, this has been the case for every major issue in previous builds, so the spam thing is inevitable.
